Reforming through Experimentation: The Local Reception of High-School Participatory Budgeting in the Nord-Pas-de-Calais Region

This article aims to analyze the implementation of high-school participatory budgeting within the Nord-Pas-de-Calais region. It undertakes this task through a contextualized analysis of the actors engaged with this particular policy instrument. The research shows that reformers’ anticipations led to a minimal implementation of this policy instrument, possibly reducing resistance to change. However, the analysis shows that the implementation did not happen smoothly. Administrative actors and school principals invested their interests and practices in this policy instrument, contributing to its redefinition.
