The Role of Internationalization in the Circulation of Participatory Devices: The Case of Local Agenda 21 in Turkey

The implementation of Local Agenda 21 has contributed to the emergence of participatory democracy as a public problem in Turkey in the last two decades. The article traces the steps of the transmission of this innovation from the international to the national level. It examines the concrete mechanisms by which participatory practices and discourses circulate; it particularly stresses the role of various internationalization processes.
